The system to book U.S. visa appointments in India seems currently to be under a lot of pressure. It is best to book whatever appointment is available and then follow instructions to request an expedited appointment when consular services open again. Also, do note that student visa applicants are going to be considered on a priority basis.

Looking at the current situation it might transpire that I cannot arrive in the U.S. in time for the program start date. What should I do?

If an F-1 student cannot enter the U.S. for the term listed on their Form I-20 he/she must immediately inform the DSO so that their Student and Exchange Visitor Information System record can be updated to accurately reflect this information. Then you should consider your options and decide whether you would like to defer your start date or begin online classes, at least for the near future.

Once the U.S. embassy and consulates are operational again in India how will they handle student visa appointments?

As per the DOS announcement in April 2021, priority will be given to F-1 and other student visa applicants. In addition, prior to the Biden Proclamation, the DOS had also announced that Student visa appointments would be considered for expedited services without the applicant having to request expedited appointments.It is important to monitor the situation closely to make sure to take into account any India specific changes or requirements.
